Abstract:

According to one embodiment, provided is a method comprising the steps of: obtaining, from a bit stream, first information indicative of information about the maximum number of layers, from among layers contained in encoded video sequences, that are allowed to refer to a video parameter set regarding a video; decoding a first picture contained in a first layer; and performing at least one of inter-layer-sample-prediction and inter-layer-motion-prediction between a first layer and a second layer by referring to the decoded first picture by a second picture contained in a second layer, wherein the first layer is a base layer corresponding to the lowest layer of a plurality of layers, the second layer is a layer which uses a different decoding scheme from the decoding scheme of the first layer, and when the first layer and the second layer use different decoding schemes, the first information has a value that is greater than 0.
