A method and apparatus for controlling the hydraulic pump flow rate of a vacuum cleaner, and a device. The method comprises: S1, obtaining a change in the output power of a suction motor by means of detecting the current and/or voltage of the suction motor; S2, sending a flow rate adjustment instruction according to the change in the output power of the suction motor; and S3, controlling a change in the output flow rate of a hydraulic pump according to the flow rate adjustment instruction so that the change in the output flow rate of the hydraulic pump is consistent with the change in the output power of the suction motor. The method is able to match the working conditions of the hydraulic pump in the vacuum cleaner with the working conditions of the suction motor, and then control the water outlet flow rate of the hydraulic pump to decrease along with a decrease in the working power of the suction motor, which ensures that when the vacuum cleaner is in operation, the effective power is maximized and the electric energy configuration is optimized, thereby preventing ineffective absorption due to a large amount of water being left on the floor.
