The present disclosure relates to a method and apparatus for data synchronization in a container-based multi-cluster environment. A method performed by a second element management system (EMS) of a second cluster, according to one embodiment of the present disclosure, may comprise the steps of: loading an initial container so as to execute a service pod included in the second EMS and in a standby state in which the service pod is running but is not in service; identifying the state of the second EMS; when the state of the second EMS is the standby state, receiving, from a first EMS of a first cluster, a file stored in the first cluster and data related to an application running in the first EMS; identifying the state of the first EMS; and when the state of the first EMS is a standby state or an abnormal state in which the first EMS is not running, changing, on the basis of the file and the data, the state of the second EMS to an active state in which the service pod is running and in service.
