A method and an apparatus for implementing charge and discharge control. The method comprises: setting a charge and discharge priority of each group of batteries in a system according to a preset priority strategy (100); and charging or discharging each group of batteries according to a priority order on the basis of a corresponding preset charge and discharge control state of each group of batteries in each charge and discharge stage (101).
