A method and apparatus for preparing an oxygen-rich micro-emulsified blended biodiesel. The apparatus comprises a housing. A vertical agitator is arranged within the housing. A power source drives the vertical agitator into rotation. Paddle-type flat stirring paddles or paddle-type flapped paddles are arranged at a central shaft of the vertical agitator. A turbine or a circular disk flapped paddle is arranged at the lower part of the central shaft of the vertical agitator. One or more material inlets are arranged at the top part of the housing. Each material inlet is connected to a rated material feeder apparatus. A product outlet is arranged at the lower part of the housing. An oxygen-rich water supply opening is arranged at the top part of the housing. The method comprises the following steps: (1) introducing a crude biodiesel into the apparatus for emulsified biodiesel, activating an agitation system, adding National Standard III diesel, then stirring for 5 minutes; (2) adding a hydrophilic agent, stirring for 1 minute to 15 minutes; (3) adding butanol and isopentane, continuing non-indirect stirring of the blended fluid for 15 minutes; and, (4) adding oxygen-rich water, then stirring for 15 minutes, leaving to stand for a certain amount of time, and acquiring the product when the emulsified diesel is observed to have turned clear, transparent, and non-stratified.
