A method and an apparatus for rolling shape steel, such that the unit consumption of the rolling rolls, the dimensional accuracy, and the stability of rolling are improved, and the productivity is high. A dog bone-shaped material to be rolled, which is roughly rolled by one or more breakdown mills (BD) or the like, is reversely rolled by the use of an intermediate universal mill (UR) which performs X-shape rolling, a quick shift edger mill (QE), which has a plurality of bag-shaped hole dies differing in dimension and causes the bag-shaped hole die corresponding to the pass schedule to quickly shift for edging rolling, and a finish universal mill (UF) for performing H-shape rolling, by which flanges on both sides are formed.
