A method for transmitting and receiving a signal in a mobility management entity (MME) of a mobile communication system, according to one embodiment of the present specification, comprises the steps of: transmitting, to a home subscriber server (HSS), a subscriber information request message including information on a user terminal; receiving, from the HHS, a response message corresponding to the request message and including an indicator indicating whether traffic offloading to a wireless local area network (WLAN) is available for an access point name (APN) or packet data network (PDN) connection of the user terminal; determining whether the traffic offloading to the WLAN is available on the basis of information included in the received response message and/or information set in the MME; and transmitting, to the user terminal, a message including information indicating whether the traffic offloading to the WLAN is available. A communication method, according to one embodiment of the present specification, can generate at least one PDN connection for one APN, when the user terminal accesses a PDN through the WLAN. In addition, the communication method, according to the present invention, can allow the traffic offloading to be effectively controlled by the base station even when the user terminal is roaming.
