Provided are a method and apparatus used for generating information, which improve the accuracy of text similarity calculation. The method comprises: using a dynamic planning algorithm, determining a minimum edit distance for performing an edit operation to convert a first text into a second text (201), the minimum edit distance being determined on the basis of the cost of the edit operation; the cost of the edit operation is determined on the basis of the semantic similarity between a target word in the first text and a target word in the second text; the target word is a word involved in the edit operation; edit operations are divided into delete word operations, insert word operations, and replace word operations; normalizing the minimum edit distance, and determining the normalized numerical value to be the similarity between the first text and the second text (202).
