The present invention provides a method, a vehicle terminal, and a server for transmitting a traffic message which can flexibly control a forwarding range of a V2X message. The method comprises: the vehicle terminal determining, on the basis of the V2X message, a broadcast cell of the V2X message, that is, an ECGI list; transmitting the V2X message and the ECGI list to a server; and the server controlling a broadcasting network element to broadcast the V2X message according to the ECGI list. Since the broadcasting range of the V2X message in the embodiments of the present invention is determined according to the V2X message, the broadcasting ranges of different V2X messages are different. Therefore, the broadcasting range of the V2X message can be flexibly controlled according to the V2X message.
