Abstract:
Provided in the present application are a method and a base station for implementing service initialisation redirection and switching. When a terminal UE initialises a service, detecting a random access procedure executed by the terminal, and triggering a redirection procedure; in the redirection procedure, redirecting the terminal to another target system, target frequency point, or target cell; thereafter, the terminal must re-initialise the service in the other target system, target frequency point, or target cell.
