Abstract:
When the amount of downlink (DL) data for a user equipment (UE), buffered by a network, exceeds a predetermined reference value, the network establishes a user plane connection with the UE by changing a connection mode with the UE. Even when a control plane connection that can be used for user data transmission exists and access to the UE therethrough is possible, the network does not transmit the DL data to the UE on the control plane connection, but transmits the DL data to the UE after the user plane connection is established.
