Abstract:
The invention relates to a system for contacting vehicle owners who parked incorrectly and a method implemented by this system. Said system comprises: a ticket (3) on the car (1) which has the barcode number and the service number to be called; a server (6) which is correlated with a service number, which allows identifying the vehicle's license plate and the mobile phone number to be contacted to a barcode number via a software therein, and which performs SMS sending or call transfers over a GSM service network (4) when the service number is called and the barcode number is dialed; and a database (61) where the vehicle's license plates, mobile phone numbers of the vehicle owners and the barcode numbers identified for said vehicle license plates and the mobile phones are recorded.

CLAIMS

1. A method for contacting vehicle owners who parked incorrectly, characterized in comprising the following steps: identifying the vehicle's license plate and the mobile phone number to be contacted to the barcode number on the ticket (3) placed onto the vehicle by calling the activation line number,

calling the service number on the ticket (3) by third parties after the vehicle owners park their vehicles having said ticket (3) thereon and go away from their vehicles,

after the call, enabling a voice message to be listened by the person who makes the call on the phone via the software in the server (6), said voice message indicating that the barcode number on the ticket (3) should be dialed,

dialing the barcode number on the ticket (3) by said third party via the phone,

enabling a voice message to be listened by the person who makes the call that the vehicle owner is informed,

- in a synchronous way with said voice message, sending an SMS over a

GSM service network (4) to the mobile phone number corresponding to the barcode number indicating that the owner should go near the vehicle; or transferring the call directly to the mobile phone number of the vehicle owner by the software inside the server (6) via searching the dialed barcode number among the mobile phone numbers in the database (61 ) which were activated previously.

A method according to claim 1 , characterized in that said SMS content comprises the mobile phone information of the person who makes the call in the step of sending an SMS over a GSM service network (4) to the mobile phone number corresponding to the barcode number indicating that the owner should go near the vehicle in a synchronous way with said voice message; or transferring the call directly to the mobile phone number of the vehicle owner by the software inside the server (6) via searching the dialed barcode number among the mobile phone numbers in the database (61 ) which were activated previously.

3. A method according to claim 1 , characterized in that said server (6) is a server (6) with an open-source software.

4. A system for contacting vehicle owners who parked incorrectly, characterized in comprising; a ticket (3) on the car (1 ) which has the barcode number and the service number to be called,

a server (6) which is correlated with a service number, which allows identifying the vehicle's license plate and the mobile phone number to be contacted to a barcode number via a software therein, and which performs SMS sending or call transfers over a GSM service network (4) when the service number is called and the barcode number is dialed,

a database (61 ) where the vehicle's license plates, mobile phone numbers of the vehicle owners and the barcode numbers identified for said vehicle license plates and the mobile phones are recorded.

5. A system according to claim 4, characterized in that said server (6) is a server (6) with an open-source software.

Description:
A METHOD FOR CONTACTING VEHICLE OWNERS WHO PARKED

INCORRECTLY AND A SYSTEM FOR IMPLEMENTING THIS METHOD Technical Field

The invention relates to a system for contacting vehicle (car) owners after they park their vehicles and go away from their vehicles and a method implemented by this system.

Known State of Art

In the present art, after the vehicle owners park their vehicles and they go away from their vehicles, when said vehicle owners are wanted to be reached for any reason (such as when the vehicle blocks the parking entry, blocks the road, blocks the roads which the ambulances, fire trucks etc. will use, blocks the roads which the disabled people will use, blocks the roads where salting process will be performed, blocks bus stops etc.) either they cannot be reached or they can be reached via the personal phone number left on the vehicle by the vehicle owner. However, the vehicle owner may be disturbed by irrelevant people by getting and calling the phone number left on the vehicle by the vehicle owner. After vehicle owner who parked incorrectly is contacted, the vehicle owner may be disturbed by being called via the personal phone number by the person who wants to contact with the vehicle owner again. This means that, a person who parked his/her vehicle incorrectly may be disturbed constantly and unnecessarily for a mistake he/she made for once.

In the patent search of the subject, DE10145333 patent application is encountered. Said application relates to a personal paging system which comprises a portable radio signal receiver enabling communication with the vehicle owner away from his/her vehicle, a signal panel with paging button on the car, a radio receiver which is activated.

Consequently, it is necessary to provide a development in the related technical field because of the disadvantages mentioned above and the inadequacy of the existing solutions for the subject. Object of the Invention

The object of the invention is to overcome the above mentioned disadvantages which are created by inspiring from the existing situations.

Thanks to the method and system of the present invention, the obligation of vehicle owners to leave their personal phone numbers on the vehicle in order to be contacted after they have parked or they have gone away from their vehicles, is prevented. When it is necessary to contact with the vehicle owners, the phone number (for example 0850 273 0 155) on the ticket on the vehicle (preferably on the windshield) can be called and the barcode number on said ticket can be dialed. Therefore, a solution is produced for the cases where, especially the woman drivers need to leave their personal phone numbers. Thanks to the method and system of the present invention, it is prevented that the people with whom the vehicle owner is not familiar learn the personal phone number of the vehicle owner and also the people who suffer from an incorrect parking can contact with the vehicle owner. Thanks to the method and system of the present invention, calling away information will be sent to the vehicle owner after officers such as firefighters, police, and ambulance drivers read the barcode on the ticket on the vehicle via the devices which will be given to them with the capability of reading barcodes. Thanks to the method and system of the present invention, the vehicle owner can be directly contacted in cases of stolen vehicles or similar suspicious cases by using the barcode on the ticket on the vehicle. For this reason, even if the license plate of the vehicle is changed, the identity cannot be changed thanks to this barcode. The vehicles without barcodes can be considered as suspicious.

A method for contacting vehicle owners who parked incorrectly is developed in order to fulfill the objects mentioned above, this method comprising the following steps: identifying the vehicle's license plate and the mobile phone number to be contacted to the barcode number on the ticket placed onto the vehicle by calling the activation line number,

calling the service number on the ticket by third parties after the vehicle owners park their vehicles having said ticket thereon and go away from their vehicles,

after the call, enabling a voice message to be listened by the person who makes the call on the phone via the software in the server, said voice message indicating that the barcode number on the ticket should be dialed, - dialing the barcode number on the ticket by said third party via the phone, enabling a voice message to be listened by the person who makes the call that the vehicle owner is informed,

in a synchronous way with said voice message, sending an SMS over a GSM service network to the mobile phone number corresponding to the barcode number indicating that the owner should go near the vehicle; or transferring the call directly to the mobile phone number of the vehicle owner by the software inside the server via searching the dialed barcode number among the mobile phone numbers in the database which were activated previously.

A system for contacting vehicle owners who parked incorrectly is developed in order to fulfill the objects mentioned above, this system comprising: a ticket on the car which has the barcode number and the service number to be called,

a server which is correlated with a service number, which allows identifying the vehicle's license plate and the mobile phone number to be contacted to a barcode number via a software therein, and which performs SMS sending or call transfers over a GSM service network when the service number is called and the barcode number is dialed,

a database where the vehicle's license plates, mobile phone numbers of the vehicle owners and the barcode numbers identified for said vehicle license plates and the mobile phones are recorded. The structural and characteristic features and all of the advantages of the invention will be clearly appreciated thanks to the drawings below and the detailed description with reference to these drawings, and therefore this assessment should be performed by taking these drawings and detailed description into account.

Detailed Description of the Invention

In this detailed description, the preferred embodiments of the method and the system for implementing this method of the present invention are described only for better understanding of the invention.

The system of the present invention comprises: a ticket (3) having a barcode number special for the vehicle owner and the service number to be called (for example 0850 273 0 155), a database (61 ) where the mobile phone numbers of the vehicle owners identified with the barcode number are recorded,

a server (6) which is connected to said database (61 ) and which can send messages or calls to the mobile phone number of the vehicle owners, - a barcode reader device.

First of all, mobile phone numbers of the vehicle owners should be registered in the database (61 ) in the method of the present invention. There is a description on the rear side (the side to be disposed of) of said ticket (3). Registering process can be performed collectively via the authorized people or the activation line number (for example 0850 273 0 1 1 1 ) can be called referring to said description.

As described above, the registering process is the identifying process of the barcode number each vehicle owner obtains and numbered differently for each vehicle with the GSM number to be contacted. Thanks to the data in the database (61 ), the GSM number (mobile phone number) belonging to this barcode number is found by the software in the server (6) when the barcode number is dialed and the process is performed accordingly. This can be done by calling the service number (customer service number) or by using webpage.

In order to implement the system of the present invention, paid/free tickets (3) each identified with different barcode numbers will be distributed especially by the fuel companies, insurance companies or the companies having close relationships with vehicles. Said officers or vehicle owner identify the mobile phone number to be contacted in case of emergencies and the license plate with the barcode number by calling the activation line number.

There is no need for information like name, surname, license plate, brand or model of the vehicle etc. for the system of the present invention. But the ones who want to use the system of the invention may ask for additional information and demand them to be stored in the system.

In the system of the present invention, the software inside the server (6) matches the barcode number registered in the database (61 ) and the mobile phone number and communicates with the mobile phone of the vehicle owner by performing various notice methods (SMS messages, calls) when the service number is called.

The server (6) preferably has an open-source software or it is an elastix server which is a communication server used for telecommunication field having an open source software. For providing system setup and work-flow, preferably elastix server (6) is needed. Elastix server (6) has a structure which can be used in telecommunication field and which can provide various features with any kind of software. Thanks to the software on the elastix server (6), 1 .000.000 barcode number can be identified for each service number.

As described above, in order to implement the method of the present invention, the number of the vehicle owner is recorded in the database (61 ) and preferably a sticker ticket (3) given to each vehicle owner on which a barcode number which is identified with the mobile phone of the vehicle owner and a service number is found. The vehicle owner sticks this ticket (3) preferably on the windshield of the car (1 ). The system of the present invention is ready after this step.

The implementation of the system of the present invention is performed as follows (in the description below, the person who is called as "third party" is the one who calls the service number in order to contact with the vehicle owner):

The third party calls the service number, for example 0850 273 0 155, on the ticket (3) by looking at the ticket (3) on the windshield of the car (1 ) and by using his/her own mobile phone, namely the mobile phone (2) belonging to the third party and connects to the server (6).

When said third party calls the service number, a voice message "please dial the barcode number on the ticket (3) (preferably with the voice "and then dial #")" starts.

· The third party dials the barcode number on the ticket (3) via the mobile phone

(2) belonging to the third party.

• A voice message, for example "the vehicle owner is notified" starts. The voice message may also be "the vehicle owner with plate number 52 TH 326 is notified". In a synchronous way with said voice message, the server (6) sends an SMS message "Please go near your vehicle" over a GSM service network (4) (namely over the SMS inter-connections of GSM operators) to the mobile phone number corresponding to the barcode number by finding the dialed barcode number among millions of numbers registered previously in the database (61 ) or transfers the call directly to the mobile phone number of the vehicle owner. Alternatively, the message may comprise the mobile phone number of the person who calls the service number. In this case, the SMS content may be "Please go near you vehicle, the mobile phone number of the person who calls you is 05XX XXX XX XX". Thereby, the vehicle owner can call the person who wants to contact with himself/herself and learn the situation if desired.

In order to provide an example, we can think about a crowded housing estate with communal life. Frequently, there can be troubles because of incorrect parking in such places. More importantly, sometimes it can take time for vehicles of vital importance such as ambulance or fire trucks to reach the scene of accident. In our example, we can think that one vehicle is parked incorrectly. It would only take a few seconds for third parties suffering from this situation to contact with the vehicle owner registered in the system by said steps mentioned above. Therefore, the vehicle owner who has parked incorrectly is immediately contacted.

In the case that our system passes into law (when the ticket usage becomes obligatory according to laws), it would also provide finding stolen vehicles. The license plates of stolen vehicles can be easily changed and they can be used in traffic again. The actual owner of the vehicle can be reached by calling the service number on the ticket (3) on the vehicle when law enforcement authorities have suspicions. A thief who is aware of this situation either has to remove the ticket or has to get away from the police. A vehicle without ticket can be considered suspicious and a more detailed inspection can be performed.

Also thanks to the fast barcode readers assigned to public officers, a faster communication technique has been developed by reading the barcodes on the ticket (3) via the barcode readers and by communicating the server (6) over Internet of the barcode readers instead of calling the service number and dialing the barcodes (they can have one or two dimensions) on the ticket (3) one by one. Mobile barcode readers can be mobile hand terminals or mobile phones with Internet access and thanks to the applications inside the mobile hand terminals or mobile phones the barcodes on the ticket (3) can be read. The information inside the barcode is sent to the server (6) automatically as is sent to the server (6) by dialing method. In this way, the software in the server (6) which can identify the barcode number finds the contact number (mobile phone number) of the relevant vehicle owner and sends a notification message to this number. But in this method, the notification message comprises the name of the organization/ institution which wants to make a call instead of the contact number in the person information part who calls the vehicle owner. For example, if the mobile hand terminal which reads the barcode is given to ambulance service providers and it registered in the system, an additional message with content "It is the AMBULANCE calling you" is sent.
