A method of controlling an unmanned aerial vehicle, and a device. The method comprises: when an unmanned aerial vehicle is in a first flight state, acquiring weather data of the current location of the unmanned aerial vehicle, wherein the first flight state indicates that the unmanned aerial vehicle is flying stably, or is in a ready-for-takeoff state (Step 101); determining, according to the acquired weather data, a current level of flight danger of the unmanned aerial vehicle, wherein the current level of flight danger indicates a level of danger with respect to the unmanned aerial vehicle caused by different weather conditions (Step 102); and if the current level of flight danger is a first preconfigured level, controlling the unmanned aerial vehicle to switch to a second flight state, wherein the first preconfigured level is a level in which the unmanned aerial vehicle is unable to fly safely, and the second flight state indicates an unmanned aerial vehicle emergency flight state or takeoff delay state (Step 103). The embodiment achieves the goal of an unmanned aerial vehicle acquiring, in real-time, weather data, and performing an emergency process, preventing a physical damage to the unmanned aerial vehicle and caused by a dangerous weather condition.
