A method for decoding an image carried out by a decoding device, according to the present invention, comprises the steps of: acquiring scan order information of a current block; deriving sub blocks by carrying out a splitting process for the current block; deriving a scan order for the current block on the basis of the scan order information; and decoding the sub blocks by the derived scan order.
