The present invention relates to methods for neutralising highly toxic chemical substances, wherein said invention can be used in the rapid destruction of highly toxic gaseous compounds that consist of production waste or chemical weapons. According to the present invention, this method for decomposing and/or destroying highly toxic gaseous substances, mainly military toxic substances, is used for destroying highly toxic substances of various types, simplifies the destruction process and lowers the costs thereof, prevents any risk of explosion during the process and eliminates the generation of toxic products after the decomposition of the starting substances. This method involves decomposing and/or destroying a highly toxic gaseous substance by acting on it using an ultraviolet radiation. According to this invention and beside the ultraviolet radiation, the method also involves acting on the highly toxic gaseous substance using a plasma at a non-equilibrium thermal state and also applying a thermal action.
