The present invention relates to the field of communication technology, and discloses a method, device and communication system for forwarding scalable video coding (SVC) data messages. Wherein the method for forwarding SVC data messages includes: receiving SVC multicast data messages encapsulated by the real-time transport protocol (RTP); selecting data messages fitting for the downstream node from said data messages to form the multicast data stream to be forwarded, in which the RTP sequence numbers of the data messages are not continuous; updating the discontinuous RTP sequence numbers of the data messages in said multicast data stream to continuous sequence numbers; forwarding the multicast data stream formed by data messages whose RTP sequence numbers are updated to be continuous to the downstream node. By applying the technical solution provided by the embodiments of the present invention, it makes the sequence numbers of SVC multicast data messages which are encapsulated by RTP and transmitted by a network device continuous. It avoids that the downstream node transmits unnecessary retransmission request messages to the network device, and reduces burden of the network device.
