A method and a device for encoding or decoding an image by means of a block map are disclosed. A method and a device for decoding an image according to an embodiment are characterized by: receiving a bitstream of an encoded image; determining one or more blocks in a picture by means of division information obtained from the bitstream; determining a block map indicating whether or not a previous block has been decoded among the one or more blocks; determining an adjacent area to which a current block, which is to be decoded in accordance with a predetermined scanning order among the one or more blocks, can refer on the basis of the block map; and decoding the current block on the basis of the adjacent area which can be referred to.
