Abstract:
Disclosed are a method and device for encoding a multicast downlink code rate, and a base station. The device comprises: an acquisition module for acquiring a radio condition of a non-speaking right user having no radio resource control bearer within a coverage range of a base station; and a determination module for determining a media packet encoding rate of a multicast bearer according to the radio condition of the non-speaking right user.
