The present invention relates to a method and device for manufacturing a light-weight board using waste paper, and light-weight board manufactured thereby, wherein the method and device not only enable manufacturing, using waste paper, a board having a light weight and incombustibility, but also enable automatic execution of the manufacturing of the light-weight board from the waste paper.
