Abstract:

The present invention relates to a method and device for processing small data in a mobile communication system. The present invention includes: determining the desired operating state of user equipment (UE) based on at least one parameter; determining the current operating state based on configuration information on the UE; and transmitting a request to change a state to a base station if the desired operating state is not the same as the current operating state. The present invention also relates to a method and device for changing the state of UE.
