The present invention relates to a method of disintegrating and mixing soil, and an apparatus therefor, by which soil in soft ground and a soil improving agent can be efficiently disintegrated and mixed with each other to provide an improved soil. In the method, when mixed by a disintegrator (7), soil and a soil improving agent conveyed are mixed with each other while cut and disintegrated in a primary cutting, disintegrating and mixing, and the soil and the soil improving agent after the primary cutting, disintegrating and mixing are mixed with each other while strikingly disintegrated in a secondary cutting, disintegrating and mixing. The apparatus comprises a disintegrator (7) having a rotary cutter (13) provided on an upper side thereof and a rotary striker (10B) provided on a lower side thereof in an interior thereof, and a conveyor (8) provided on a vehicle body (3) for conveying soil and a soil improving agent into the disintegrator (7).
