A method of fortifying toughness that attains a toughness satisfying the new mandated standards to withstand temblor while reducing the amount of reinforcing fiber used as compared with the conventional amount, thus reducing the cost, by rendering most appropriate the wrapping intervals of reinforcing material, and that even in the event of occurrence of medium-scale earthquake, etc. after execution, facilitates ascertainment of any introduction of cracking, etc. in the concrete. Accordingly, reinforced concrete columnar structure (1) at its toughness fortification zones from the superior and inferior ends to 2D (D means the height of column section) is reinforced by wrapping carbon-fiber-containing reinforcing material (2) around the same so that the wrapping intervals (P) from the ends of the columnar structure is each 5 cm or greater, the intervals set so as to satisfy the relationship P/D ≤ 1/3.
