Abstract:
This invention greatly inereases ballot turnout, public opinion poll collection, and crime reporting by a card. The invention provides gift coupons each attached to a ballot paper, a public opinion paper, or a crime report card to use later for a lottery for the coupon holders for prizes to be awarded to the lucky number coupon holders.

Claims:
1. A method for increasing the ballot turnout, the method conprising the steps of: separating a ballot paper into a vote entry section (1), a ballot note section (2), and a gift coupon section (3) being subdivided into a collection slip (3a) and a receipt slip (3b), the vote entry section (1) and the receipt slip (3b) being issued to the voter and the ballot note section (2) and the collection slip (3a) being kept by the ballot supervisor; filling in the ballot paper to cast it into a ballot box, the receipt slip (3b) being kept by the voter: after counting ballots on finishing, holding a lottery on a designated time to determine the winner for prize out of the collection slip numbers collected by the ballot supervisor ; presenting a receipt slip for the winner to receive a prize.
2. A ballot paper defined into a vote entry section, a ballot note section and a gift coupon section.
3. A ballot paper as recited in claim 2 wherein the gift coupon is defined into a collection slip and a receipt slip, both slips having the same number for lottery.
4. A ballot paper as recited in claim 2 wherein the name of the gift prize to be given on lottery is entered on the gift coupon and covered by an opaque coating.
5. A method for increasing the collection rate of public opinion poll papers, the method comprising the steps of: distributing the poll papers each having a gift coupon among subject polices ; entering responses to the questions on a collection section and separating a gift coupon for keeping by the pollee while submitting the collection section to the pollster; screening off the collection sections including improper or insincere entries out of the collected poll paper entry sections; holding a lottery by a predernined procedure to determine the winner for prize ; awarding the prize to the winner of the lottery on submission of the lucky coupon.
6. A public opinion poll paper being provided with a gift coupon attached to a collection section, the coupon and the collection section having the same number for a lottery.
7. A public opinion poll paper comprising an original paper and a duplicate, each having the same number for a lottery.
8. A crime report card provided with a collection section for entering the delails of report and a gift coupon section, both the sections having the same number for a lottery.
Description:
METHOD FOR INCREASING BALLOT TURNOUT AND BALLOT PAPER AND PUBLIC OPINION POLL PAPER EMPLOYED FOR THE METHOD Technical Field The present invention relates to a method for increasing ballot turnout of constituents in election and decision making of organizations including governments and other collectine bodies and for improving the collection rate of poll paper sheets for publicopinion survey and statistics, and to bollot paper and opinion poll paper.

Background Art The voting has been widely in practice as an effective means for finding the view of constituents of an organization such as a national government or a collective body. However, the recent trend shows the gradual decrease in ballot turmout of constituents in voting, and in particular in elections in conjunction with politics, and the world trend shows a remarkably low rate of participation in voting to bring up a question of proper representation for the majority of constituents.

On the other hand, when setting up a governent policy or an enterprise sales plan, a public opinion poll is carried out in advance by distributing poll sheets among pollees and collecting the sheets with responses filled in, but the collection of poll paper sheets has been very poor in rate due to the indifference and passiveness of the current generation.

Also, even when encouraged to report offenders in a simple

format the general public has shown the inelifference to indicate a very low rate of actual reporting on offenders against law and regulation.

Thus, to increase the ballot turnout, poll paper collection and crime reporting, there has arisen the necessity of an incentive for the public to participate in balloting, opinion polling and crime reporting and feel the worth of participation.

Disclosure of the Invention An objective of the invention is to provide a method, for increasing the ballot turncut of electors without influencing their view and the collection rate of poll paper sheets with sincere responses filled in, and a ballot paper and an public opinion poll paper employed for the method.

Another objective of the invention is to provide an incentive forthe public to produce voluntary crime reports before the authoicties concerned at an improved rate.

To achieve the objectives mentioned above, the invention provides a gift lottery coupon attached to each of ballot papers, poll papers or crime report cards to hold a lottery later on a designated time to determine the winners for prize.

Brief Description of the Drawings For a better understanting of this invention, reference should be made to the following detailed description, taken in conjunction with the accompanying drawings, in which: Fig 1. is a form of a ballot paper in accordance with the invention.

Fig 2. is another form of a ballot paper in accondance with the inveention.

Fig 3. is a form of an opinion poll paper in accordance with the invention.

Fig 4. is another form of an opinion poll paper in accordance with the invention Embodiment 1 Refering to FIG 1, the ballot paper of the preferred embodiment is defined into sections conprising a vote entry section, a ballot note section (2) and a gift lottery coupon section (3) being subdivided into a collection slip (3a) and a receipt slip (3b).

Each of the sections and subsections has one or more tear lines for easy separation.

The vote entry section (1) is to be filled in for vote entry to be placed into a ballot box and a ballot note section (2) is to be kept by the ballot supervisor for the vote administration.

The collection slip (3a) of the gift lottery coupon (3) is to be kept by the ballot supervisor for a later lottery and the receipt slip (3b) is to be kept by a voter for confirmation, both the slips (3a, 3b) being numbered with the same number for lottery.

When a ballot supervisor hands a ballot paper sheet to a voter the superviser is to separate the respectiue sections and subsections from one another such that the entry section (1) and the receipt slip (3b) are issued to a voter, the ballot note section (2) and the collection slip (3a) being kept by the vote supervisor, In voting, a voter is to enter a vote selection on the blank of the entry section (1) to place in a ballot box for finishing and keep the receipt slip (3b) for himself.

After counting ballots on finshing of voting, the collection slips are collected and a lottery is held on a designated date and time to determine the winners for gift prizes according to a predetermined procedure. The winners are to produce their receipt slips for the prizes to be issued.

As stated above, an addition of a gift lottery for prizes to the event of voting is to inerease motivation for the voter to participate in balloting for a better turnout and bring an opportunity for celebration of constituents on the event of getting togelher and concilation.

Embodiment 2 Referring to FIG 2, another embodiment of the ballot paper carries on the coupon (3) the name of the prize to be issed for the lucky coupon. The name of the prize is covered by a removable opaque coating marked with slant lines as in the Figure and the coating is to be readily removed by the coupon holder after voting for instant confimation of a luck.

Embodiment 3 Refesring to FIG 3. an embodiment of a public opinion poll paper in accordance with the invention consists of a collection section (5) and a coupon section (6) respectively defined by a tear line for easy separation from each other. The sections (5) and (6) are each numbered with the same number for lottery.

On receiving an opinion poll paper, the pollee fills in responses to the questions on the collection section (5) to tear off the couepon scetion (6) for separation from each other. The coupon

section (6) is to be kept by the pollee and the collection section (5) is to be submittod for the pollster's keeping.

The pollster produces a poll report and/or statistics based on the responses to the poll questions on the collection sections collected, whereas insincere or improper responses are filtered out for exclusion on finding.

Thereafter, a lottery is held as designated according to the procedure prearranged to draw the lucky numbers from among the coupon (6) numbers of the poll papers collected for the winners to produce the lucky coupons (6) and receive the corresponding prizes.

The construction of the poll paper and its handling method including the procedure for a lottery shall apply even to crime report cards in the same manner as for the polling.

The provision of a prize awarding event with gift lottery coupons employed for polling and crime reporting motivates for sincere responses to the polling and better submission of the poll paper and also increases the rate of crime reperting.

Embodiment 4 Referring to FIG 4, still another embodiment of the poll paper in accondance with the invention consists of an original sheet (8) and a copy (9) in duplicate, both having the same number (10) for lottery. The original sheet (8) corresponds to the collection section (5) in Embodiment 3 and the copy (9) corresponding to the coupon section (6) in role.
