Supply rolls (1) that transfer a carbon fiber precursor acrylic fiber bundle (T) along the transfer direction of the fiber bundle (T), an opening device (2) that opens the fiber bundle (T), a width control device (3) that controls the width of the fiber bundle (T), a steam box (4) that supplies steam to heat the fiber bundle (T) to a temperature at which the fiber bundle (T) can be stretched, take-up rolls (5) that transfer the fiber bundle (T) at a transfer speed faster than the transfer speed of the supply rolls (1) are arranged. The width control device (3), which is arranged on an arbitrary position between the supply rolls (1) and the steam box (4), controls the width of the fiber bundle (T) such that the width after passing through the width control device (3) is in the range of 65% to 110% of the width of the fiber bundle (T) before supply roll introduction. Provided is a method of manufacturing a carbon fiber precursor acrylic fiber bundle, which is capable of stably attaining faster and longer stretching by using a steam stretching device having the aforementioned configuration.
