　Provided is a method for manufacturing a hot-rolled steel sheet of substantial thickness and width, whereby a steel sheet having substantial thickness and width, and a low temperature, can be cut in consistent fashion at a cutting load comparable to that for a conventional steel sheet of typical thickness, width, and temperature. This method for manufacturing a hot-rolled steel sheet is characterized in that, in the rough rolling process, the shape of the crop that forms at the distal end of the steel sheet in the transport direction is shaped to a fishtail shape through edge rolling by an edge rolling machine and flat rolling by a flat rough rolling machine, the shortest length L (mm) from the bottom of the recessed portion to the distal end of the protruding portion of the fishtail shape satisfying the following expression (1), and the sheet being cut at a target cutting location situated in an intermediate section between the bottom of the recessed portion to the distal end of the protruding portion. (2X + 30) ≦ L ≦ 300 (1), where X is the maximum error (mm) of the cutting location of the crop cutting machine, and 0 ≦ X ≦ 90
