The technical result of the present invention is that of broadening the technological capabilities of a process for producing a watermark in paper while enhancing the potential of the watermark as a protective anti-counterfeiting element. The proposed method for manufacturing paper with a multitone watermark consists of using a relief mask for forming a paper web on a paper machine, said relief mask being a partially permeable forming element. The mask has a variable height across the area of the watermark image, produced by the relief stamping of a mesh or of electrotypes and/or the combined stamping of the mesh and the electrotypes, and/or by the use of a plurality of electrotype layers. The mask is assembled from a plurality of layers of perforated metal plates or of polymer plates or of composite materials, resin (adhesives) filling being used in the formation of the mask, or the mask is combined of a plurality of layers of perforated plates of metal, polymers, and composite materials.
