In the present invention, manufactured is a vibration-damping sound-absorbing foamed body comprising a foamed body and microparticles existing within the foamed body so as to create a bell-shaped structure having communication passages to the surface of the foamed body, the vibration-damping sound-absorbing foamed body being manufactured by performing the following steps [I] to [III] in the stated order. Due to this configuration, a vibration-damping sound-absorbing foamed body which can provide countermeasures against both vibrations and noise and which can provide countermeasures against a broad range of noises from low frequency to high frequency can be suitably manufactured. [I] A step for preparing a foamed body within which foam cells exist and which has communication passages to the foam cells on the surface of the foamed body, and microparticles having a particle diameter that is smaller than the cell diameter of the foam cells and that is larger than the diameter of the communication passages. [II] A step for causing the foamed body to swell, expanding the diameter of the communication passages, coating the surface of the foamed body with the microparticles, and then pushing the microparticles into the foam cells through the communication passages by means of the flow pressure of a liquid. [III] A step for drying the foamed body.
