This invention provides a more efficient method which absorbs an inflammable liquid flowing out to the ground or to the water surface, an inflammable liquid during combustion or a liquid chemical flowing out to the ground and generating noxious gases, prevents expansion of the outflow, submerges them so as to prevent the expansion of disasters, and extinguishes the fire. The method of the present invention comprises scattering fired particles of diatomaceous earth having a porosity of at least 50 % of its open pores and an apparent unit density of less than 1 g/cc to an inflammable liquid flowing out to the ground, an inflammable liquid during combustion or a liquid chemical generating noxious gases, allowing the fire diatomaceous earth particles to absorb the inflammable liquid or the liquid chemical, pouring water over them and submerging them. The fired diatomaceous earth particles, which are subjected to lipophilic treatment, are allowed to selectively absorb an inflammable liquid flowing out to the water surface or an inflammable liquid during combustion, and are submerged. In this way, the method of the present invention suppresses and prevents fire and disasters due to the outflow of an inflammable liquid or a liquid chemical generating noxious gases, and can be carried out easily and efficiently.
