Provided are: a method that is for producing a chemical and that produces a chemical stably and at a low cost by means of a continuous fermentation method; and a device for producing a chemical. The device for producing a chemical is characterized by containing: a chemical generation step for culturing cells within a fermentation tank that is not provided with a stirring mechanism, and generating a chemical by fermenting a starting material; a culture liquid supply step for supplying a culture liquid containing the chemical to a separation membrane module; a filtration step for filtering the culture liquid to separate a permeate; a recycling step for recycling the unfiltered concentrate into the fermentation tank; and a gas supply step for supplying gas to tubing or the separation membrane module. The device is further characterized by the stirring of the culture liquid being performed by means of forced circulation of the culture liquid by means of a pump in the culture liquid supply step, the filtration step, and the recycling step, and by means of the gas supply in the gas supply step.
