Provided is a method for producing a seeding agent, which contains many types of useful microorganisms in a large amount, from a raw material containing organic waste at low cost. The method is characterized by comprising a fermentation step, a first drying step and a second drying step. The fermentation step is a step of aerobically fermenting a raw material comprising organic waste and an auxiliary material. The first drying step is a step of drying the fermented raw material obtained in the fermentation step until the water content in the fermented raw material becomes a value falling within a first water content range which is lower than the water content in the fermented raw material immediately after the fermentation. The second drying step is a step of further drying the dried raw material obtained in the first drying step until the water content in the dried raw material becomes a value falling within a second water content range which is lower than the lower limit of the first water content range within a period of time that is shorter than a period of time required for the first drying step.
