The purpose of the present invention is to provide a method for producing a solid powder cosmetic with which it is possible to improve usability while making use of the advantage of the wet production method in that impact resistance is high. Disclosed is a solid powder cosmetic production method comprising dissolving or dispersing, in a volatile dispersion medium, a mixture including a powder component and an oil-based component as a binder, filling a container with the mixture, and then removing the volatile dispersion medium, the solid powder cosmetic production method being characterized in that: the volatile dispersion medium includes water as a main dispersion medium, and includes, in the volatile dispersion medium, 0-30 mass% of a water-soluble organic solvent as an auxiliary dispersion medium; and the contact angle of the volatile dispersion medium with respect to the mixture to be dissolved or dispersed in the volatile dispersion medium is 125 degrees or greater.
