Abstract:
A network device having an access and mobility management function (AMF) in the present invention transmits, to a base station, a request message for making a request to perform a radio resource control (RRC) state report for a user device. The base station transmits, to the network device, a report message including information for indicating whether the user device is in a RRC_CONNECTED state or a RRC_INACTIVE state.
