The present invention relates to: a method for reforming carbon dioxide (CO2); and a method for preparing dimethyl ether (DME). The present invention provides: a method for reforming carbon dioxide (CO2), comprising a reaction step of carrying out a reaction according to the following reaction formula; and a reforming apparatus. In addition, the present invention provides a method for preparing DME, comprising a first step of obtaining a product comprising carbon monoxide (CO) and hydrogen (H2) according to the following reaction formula; and a second step of synthesizing DME by reacting the product comprising carbon monoxide (CO) and hydrogen (H2) in the presence of a catalyst. According to the present invention, carbon dioxide (CO2) can be reformed with high efficiency and with a low energy, and DME can be prepared at low cost. [Reaction formula] CO2 + 1.3CH4 + 0.575O2 → 2.1CO + 1.95H2 + 0.2CO2 + 0.65H2O
