Provided are a method for retransmission data, a terminal device, and a network device. The method comprises: a terminal device determines that an available first SPS resource is configured at current transmission time; the terminal device determines whether to use the first SPS resource to send retransmission data to a network device. In the embodiments of the present application, by determining whether to use the first SPS resource of the terminal device to send retransmission data to the network device, the terminal device can improve the compatibility with the existing system framework, thereby improving the user experience.
