Provided in the present disclosure are a method for transmitting and receiving information, a terminal device and a network device, the method for transmitting and receiving information comprising: determining a frequency of repetition for an uplink channel or an uplink and downlink channel of a terminal device during a random access process, and using the frequency of repetition to send uplink information or to send uplink and downlink information and receive uplink and downlink information during the random access process.
