A method at a second control plane entity (1500, 1600) that supports selection of a first user plane entity (1700, 1800) capable of a first user plane function and a ULCL function includes: receiving, from a selected first user plane entity (1700, 1800) capable of a first user plane function and a ULCL function, a first address and a second address that are allocated to the first user plane entity (1700, 1800) and are common to the first user plane function and the ULCL function of the first user plane entity (1700, 1800) (S401).
