Abstract:
The disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. A method of a UE attempting to select an allowable PLMN includes registering for disaster roaming services with the VPLMN 502A; and making a first attempt to obtain a service on an allowable public land mobile network (PLMN) after a duration of a second timer and at most a duration of a first timer.
