The objective of the invention is to arrange that under a circumstance where "Inter-eNB CA" using both a radio base station (eNB#1) managing a macro cell and a radio base station (eNB#10) managing a small cell is being performed, the role of the radio base station (eNB31/eNB#10) during a resource allocation to a mobile station (UE) in the small cell be appropriately specified. According to a mobile communication system of the invention: a radio base station (eNB#1) performs, on the basis of information related to the resources in a small cell, a resource allocation to a mobile station (UE) in the small cell for a radio base station (eNB#10), generates and transmits an RRC message, which includes a result of the resource allocation, to the mobile station (UE), and notifies the radio base station (eNB#10) of the result of the resource allocation; and the radio base station (eNB#10) performs, on the basis of the result of the resource allocation, a setting of a PDCP layer function unit for U-plane and the like.
