Abstract:
Provided is a monitoring system that includes a monitoring terminal apparatus (10) and a central monitoring apparatus (20). The central monitoring apparatus (20) has an instruction generation function for generating a monitoring-information transmission instruction to generate a monitor image at a lower frame rate when the direction of observation specified by a monitoring person changes over time than when the direction of observation does not change and to send the monitor image to the central monitoring apparatus (20), and an instruction transmission function for sending the generated monitoring-information transmission instruction to the monitoring terminal apparatus (10). The monitoring terminal apparatus (10) has cameras (11) for capturing images of the surroundings of moving bodies (V), a monitor-image generation function for generating a monitor image according to images captured in the direction of observation at a specified frame rate, on the basis of a monitoring-information transmission instruction obtained from the central monitoring apparatus (20), and a monitoring-information transmission function for sending monitoring information that includes the generated monitor image to the central monitoring apparatus.
