Abstract:
The present invention increases coding efficiency. A motion vector generation device is provided with: a PU level search unit (303712) which searches for a motion vector on a prediction block by prediction block basis by a matching process; and a sub-block level search unit (303713) which searches for a motion vector of each sub-block in a prediction block, wherein the accuracy of local search by the PU level search unit is lower than the accuracy of local search by the sub-block level search unit.
