Abstract:
To improve coding efficiency of coded data which is coded with different coding protocols in each layer, a motion video decoding device comprises: a variable-length decoding unit (13) which decodes a movement vector which is used in decoding of a first layer; a movement information normalization unit (22) which, on the basis of the decoded movement vector, derives an intermediate movement vector; and a movement information conversion processing unit (20) which, with reference to the derived intermediate movement vector, derives a movement vector used in decoding of a second layer.
