Disclosed in embodiments of the present application are a motor controller and a vehicle. The motor controller comprises a power circuit board; the power circuit board comprises a circuit board and a plurality of bridge arms; the circuit board comprises a mounting surface and a non-mounting surface, which are arranged oppositely; the plurality of bridge arms are provided on a plane where the mounting surface is located; each bridge arm comprises an upper bridge arm and a lower bridge arm; each upper bridge arm and each lower bridge arm respectively comprise a plurality of independent power tubes; the power circuit board further comprises a plurality of first copper bars and a plurality of second copper bars, which are buried in the circuit board; the first copper bars correspond to the upper bridge arms one to one, and the plurality of power tubes in the same one upper bridge arm are connected in parallel by the first copper bars; the second copper bars correspond to the lower bridge arms one to one, and the plurality of power tubes in the same one lower bridge arm are connected in parallel by the second copper bars; and the power circuit board further comprises a U-phase copper bar, a V-phase copper bar, and a W-phase copper bar, which are buried in the circuit board and configured to output three-phase alternating current.
