Provided are: a mounting and demounting device capable of easily mounting and demounting one object to and from the other object and capable of positioning said object at a predetermined position; and a hinge device using the mounting and demounting device. This hinge device 1 comprises a mounting and demounting device 2 and a rotary damper 3. The mounting and demounting device 2 comprises a hinge pin 4, an adapter 5, an elastic member 6, and a cover 7. One end of the hinge pin 4 is mounted to the toilet bowl side. The adapter 5 accommodates the elastic member 6, is covered with the cover 7, and is mounted on the toilet seat/toilet cover unit side through the rotary damper 3. Rotating the cover section 7a of the cover 7 about the axis of the adapter 5 engages cam surfaces 7e1, 7f1 with the engagement sections 6a, 6b of the elastic member 6, which are exposed from a lock groove 5c formed in a side end surface of the adapter 5, and lock control sections 7e, 7f press the engagement sections 6a, 6b. The elastic member 6 is wound around and attached to the lock pin section 4b of the hinge pin 4 by the pressing force.
