Abstract:

Provided is a moving image encoding device that comprises: an encoding parameter search means 10 that outputs an encoding parameter, using input video as input; an encoding means 20 that receives input of the input video and the encoding parameter and performs encoding; a code quantity control means 30 that determines, on the basis of a target code quantity and encoding status information, a block size expansion parameter indicating at least the degree of expansion; and a block size expansion means 40 that expands, on the basis of the block size expansion parameter, the input video block size.
