Abstract:
A moving picture encoding device has: a group determination unit for determining which of a plurality of groups each of a plurality of blocks into which a picture has been divided is associated with; a group decoding time information calculation unit for calculating a decoding time for each group; an encoding amount control unit for controlling an encoding amount after entropy encoding data of each block included in a group, such that, when transmitted to the moving picture decoding device at a predetermined transmission rate, the data necessary for decoding all of the blocks included in the group arrives at a stream receiving buffer of the moving picture decoding device by the group's decoding time; a compression unit for compressing the data of each block on the basis of the encoding amount; an entropy encoding unit for entropy encoding the compressed data of each block; and a decoding information adding unit for adding decoding time correction information for each group corresponding to a maximum delay value accompanying entropy encoding for each group, and group information representing the group associated with each block, to output data.
