A no-parking charging system and a no-parking charging method. The no-parking charging method comprises: a registration phase, wherein payment information is written into a mobile terminal communication label module (200) and vehicle information is written into a vehicle-mounted communication label module (300); and a payment phase, wherein a lane communication label module (400) reads the vehicle information and writes road entrance information into the vehicle-mounted communication label module (300) in a road entrance phase, the lane communication label module (400) acquires the vehicle information, the road entrance information and the payment information and uploads same to a background system (500) at a road exit phase, and deduction is accomplished by the background system (500) according to the uploaded information. According to the method and system, ETC equipment is replaced with a vehicle-mounted communication label module, so that the equipment cost can be reduced, and manpower cost is reduced.
