Disclosed is a non-aqueous electrolyte for secondary batteries which has long-term flame retardancy, excellent cycle characteristics especially under high voltage conditions, and high-rate discharge characteristics; also disclosed is a secondary battery using said non-aqueous electrolyte for secondary batteries. The disclosed non-aqueous electrolyte for secondary batteries contains a lithium salt and an electrolyte salt dissolving solvent having a specific hydrofluoroether, a specific ether compound, and a specific carbonate compound. In the aforementioned electrolyte salt dissolving solvent, the ratio (N0/NLi) of total number of moles (N0) of ether oxygen atoms derived from the aforementioned ether compound to the total number of moles (NLi) of lithium atoms derived from the aforementioned lithium salt is greater than 1 and up to 6. Further, the disclosed secondary battery uses said non-aqueous electrolyte for secondary batteries.
