This non-oriented electrical steel sheet has a prescribed chemical composition. The chemical composition satisfies (2×[Mn]+2.5×[Ni]+[Cu])-([Si]+2×[sol.Al]+4×[P])≥1.50%. If Ahkl-uvw represents the surface area ratio of crystal grains in a {hkl} orientation to the entire field of view when a plane parallel to a rolled surface at a depth of 1/2 the sheet thickness from the top surface is measured by SEM-EBSD, A411-011 is 15.0% or more. The average crystal grain size is 50-150 μm.
