Provided is a titanium oxide powder which, when applied to the skin, can give the skin a natural finish and a depth. The titanium oxide powder is a coated titanium oxide powder which includes a layer of an oxide or hydroxide of silicon, a layer of an oxide or hydroxide of aluminum, and a layer of an oxide or hydroxide of iron. The coated titanium oxide powder has an average particle diameter D50, as determined by analyzing an image taken with a transmission electron microscope, of 0.20-0.45 μm and has an average particle diameter D50, as determined by the laser diffraction/scattering method, of 0.6-1.2 μm. In the transmitted light obtained when a coating film of the coated titanium oxide is irradiated with light from a CIE standard light source D65 at an incidence angle of 0° according to a variable angle spectrophotometer, the transmittance ratio (transmitted-light receiving angle 15°/transmitted-light receiving angle 45°) of receiving angles of 15° and 45° is 1.3 or higher at a wavelength of 430 nm, and is greater than or equal to the transmittance ratio (transmitted-light receiving angle 15°/transmitted-light receiving angle 45°) at a wavelength of 590 nm.
