An observation information processing device (100) calculates for each mesh, as a degree of support, the number of records having a true condition portion for an association rule; and calculates for each mesh, as a degree of confidence, the ratio of records also having a true result portion among the records having a true condition portion for the association rule. The observation information processing device (100) generates adjacent mesh sets by linking adjacent mesh. The observation information processing device (100) calculates a degree of confidence for each adjacent mesh set, on the basis of the degree of support and the degree of confidence for each mesh included in the adjacent mesh set, and sets the lowest degree of confidence among the degrees of confidence as the new degree of confidence threshold. The observation information processing device (100) detects and removes mesh for removal from among the mesh included in the adjacent mesh set, on the basis of the degree of confidence and the degree of support for the mesh included in the adjacent mesh set and the degree of confidence threshold.
